Extension Telegraph Company had been notified in

advance of the proposed change and had no

objections to offer; and the transfer of control

from the retiring Superintendent to Mr. Kong was

carried out without trouble and with no

intervention of any kind on the part of this

Government beyond notifying the retiring

Superintendent, (through the Secretary for

Chinese Affairs), that Mr. Kong's appointment

had received approval. On receipt of a letter

from Mr. Kong to the effect that he had duly

assumed charge of the business of the Chinese

Telegraph Office on 2nd July, 1928, the seals

of the office (which have been in my custody

since 3rd March, 1926), were handed over to

him.
